failure to paraview plugin without qt support

If it has paraview, it attempts to build a plugin, but fails if it cannot find the needed pq* headers. This flags as error, but shouldn't halt compilation of OpenFOAM, since the readers are an optional component. Nonetheless, we should avoid this from the start.
