redistributePar: does not decompose cyclicACMI

Summary

redistributePar -decompose does not handle cyclicACMI

Steps to reproduce

run redistributePar -decompose on e.g.

tutorials/incompressible/pimpleFoam/RAS/oscillatingInletACMI2D

It will give error about turbulenceProperties since it tries to evaluate the cyclicACMI (which evaluates the blockage bc)
