Atmosphericmodels only works properly for default C1 and C2 values

It appears that the atm wall functions and both (r)kEpsilon and kOmegaSST are not in balance when non-default values for C1 and C2 are used.

For example, for higher levels of turbulence (e.g. C1 = 0, C2 = 10), k immediately decays near the wall. This can be reproduced in the atmDownstreamDevelopment tutorial case. Is this intended behaviour?

Can the wall functions for either Epsilon or Nut be modifed to include the appropriate corrections to allow for generation of k at the rate balanced with the specified inlet turbulence?
