BUG: mergePatchPairs fails with edge shared patches

Summary

When merging blocks inside blockMesh, we get failure cross ref EP#1999

Steps to reproduce

Example case

Attached 3 cells (1 cell in each block) blockMesh example works when we don't merge any/single patchPair. However when using both patchPairs, it fails. blockMeshDict-test
