turbulentDFSEMInlet: wrong value using decomposePar

When nonuniform values are provided for U (for instance, log profile), and if decomposePar is use in the matter that the inlet patch is divided in section, then the values at the inlet patch in the time directory 0 are wrong.

Also, a simple test has been conducted by simply decomposing the domain without sectioning the inlet patch. The result was that the values were the right ones.

Hi @t_bo99 - I have run the test case using versions 2112 and 2306. Based on my local tests, the U entry appears to have the correct values (although there is a possibility of error on my end).

In my local tests, processor-1 and -3 showed U nonuniform List<vector> 0();, which is the correct result since there are no boundary faces for the inlet patch on these processors. Are these you were referring to as errors?
