foamDictionary works with binary files

Functionality to add/problem to solve

Currently foamDictionary does not work with binary files.

Target audience

Whoever is using binary file format and needs to work on fields, e.g. U. Currently I need to mantain the OpenFOAM org version to handle this in my workflow.

Proposal

I imagine it could be based on what has been done for OpenFOAM org: https://bugs.openfoam.org/view.php?id=3167.

What does success look like, and how can we measure that?

Retrieve entry of field fiel in binary format.

Attached is what I've currently worked out. My simple tests look OK, but would be nice if you tested it at your end before I integrate it.
