missing handling of various C++ suffixes

Associated with commit bc5134a55e the handling of all C++ suffixes other than .C was dropped.

The corresponding compiler rules still exist. But since they can be never triggered, makes it impossible to use the wmake framework for arbitrary bits of C++ code.
