handle double-dashed options

Can be useful when writing utilities that should mimic standard system utilities with --option conventions. Somewhat misleading, however, since the single-dash does not correspond to short option with bundling. Note, in addition to equal treatment for single or double dashes, should also support = for option separation. For example,

decomposePar --decomposeParDict=system/mydecompDict
