ENH: add IOobject::isHeaderClassName() method

- in parameter form, check if it headerClassName() corresponds to the
  specified class name

- in templated form, check if headerClassName() corresponds to the
  Type:typeName value.
  Specialization for <void> always returns true (ie, no checks)
