GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. STYLE: use FOAM_UTILITIES in Make/options

- consistent with use of FOAM_SOLVERS, and reduces reliance on the FOAM_APP
  env variable
