GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. ENH: also accept 'lib' for metis and scotch libraries

- this corresponds to what various module or build systems provide.
  ThirdParty builds are unaffected since they install into FOAM_EXT_LIBBIN
