ENH: Add reconstructPar into Allrun (Issue #1244) 

  - If applied: tut/multiphase/interIsoFoam/iobasin/Allrun
                will execute 'runApplication reconstructPar'

  - Why: Prior to this change, no reconstructPar was executed
         despite the parallel run
