COMP: WM_SCHEDULER breaks compilation (fixes #2439) 

- only wrap compiler calls (not things like flex/bison)
- avoid single quoted '&&' (causes syntax errors)

STYLE: report WM_COMPILE_CONTROL value in top-level Allwmake
