CONTRIBUTION: Parallel: optimisation of exchange. See #1268. 

- Enhancements provided by Y. Inoue at RIST (http://www.hpci-office.jp)
- Use allToAll to only swap local data (excludes master processor; saves memory)
- Memory saving is noticeable >= 4000 cores
