GIT: relocate geometricSurfacePatch, geometricSurfacePatchList

- was in surfMesh/triSurface/patches/
  now in OpenFOAM/meshes/Identifiers/surface/

This places the code closer to other identifier classes,
which aids in maintaining consistency
