- similar naming convention as ~OpenFOAM expansion:

  $WM_PROJECT_INST_DIR/site/$WM_PROJECT_VERSION/bin/$WM_OPTIONS

  FOAM_SITE_LIBBIN=
  $WM_PROJECT_INST_DIR/site/$WM_PROJECT_VERSION/lib/$WM_OPTIONS

- avoid ambiguities caused by relative paths

- contains the name part of the FOAM_CASE environment variable

- search for 'lnInclude' rather than 'Make' by default
  This gives better general behaviour for rebuilding.

- similar to the #include directive, but does not generate an error if the
  file does not exist.

Note: opted for an explicit naming #includeIfPresent rather than #cinclude
