COMP: Fedore13 has linkage with --no-add-needed as default. This disallows indirectly loaded libraries.

This reverts commit 5050e9e6.

- added rules for gcc-4.3 in preparation for switching to gcc-4.4

- added 'clean' target for wmake/src/Makefile

Adding relaxation calculation that adjusts to changes in runTime controls during a run.  Experimenting with primary alignment rotations to achieve boundary alignment.  Altering template depth back to 60 after master merge conflict resolution.

Returning wmake/rules/linux64Gcc/c++ template depth to 40 after removal of CV meshers from this branch
