Feature surface scaling
Adds -scale option to various surface utilities or a "scale" dictionary entry when a dictionary is being used.

Is scaling needed in surface->surface utilities? I think it is only needed in surface->other (mesh, feature line generation etc.) since you can always run surfaceTransformPoints. Or is that not consistent with the idea of having a scale at any usage of a surface?
