Summary

Added 'scale' parameter to cyclicACMI. Scales the amount of 'coupledness' (= mask). Allows opening/closing without mesh motion.

tested old functionality against develop. Bit identical (non-parallel & parallel)
tested new functionality (TJunctionSwitching). Also parallel.
small optimisation in using faces instead of localFaces.
probably not working with topo change version.
