This reverts commit 2e1e671d.

- remove settings for really old cmake versions

- place under $WM_THIRD_PARTY_DIR/lib/$WM_OPTIONS
- relocate FOAM_MPI_LIBBIN accordingly

- avoid non-standard 'tempfile' in bin/tools/foamConfigurePaths

- consistent and shorter naming throughout

- simplifies syncing compiled versions.
  For a runtime environment, only need these directories:
      bin/
      etc/
      lib/

- more obvious in its meaning

- eg, "foamNewSource IO -", "foamNew -s IO -"  displays on stdout
  convenient for grabbing boilerplate directly

Use new "T" function to avoid duplicate registration of grad(U) object.

- eg,
  . PATH_TO_FOAM/etc/bashrc myPrefs.sh

- To-do:
      wmake/rules/General/bison
      wmake/rules/General/btyacc
      wmake/rules/General/btyacc++
      wmake/rules/General/byacc
      wmake/rules/General/moc
      wmake/rules/General/yacc

  but these files have <TAB>

This reverts commit d7d88b7d.

- ThirdParty Allwmake now handles SYSTEMOPENMPI directly without this
  kludge

- NB: A csh version is not needed, since the values here are only
      sourced during the wmake process

- sh/ksh/bash only, doesn't seem possible for csh

etc/cshrc: allow option setting for option software to be specified in ~/OpenFOAM/???/apps/<application>/cshrc

etc/bashrc: allow option setting for option software to be specified in ~/OpenFOAM/???/apps/<application>/bashrc
